Hyderabad has no shortage of people who will build you a website. The harder thing to find is one person who can design the screen and then build it, and who will tell you in writing what it costs before starting rather than after.

Usually, though not for the reason most people expect. You are not paying for a designer and a developer to hand work between them, or for what gets lost when they do. I design in Figma and build in React, so that hand-off does not exist to be billed for.
